Allowances received outside India

In case of a resident individual in India, if he receives a salary outside India along with some allowances (like, hostel allowance, education allowance, HRA, transport allowance, etc.) whether exemption on such allowances will be applicable or not? If a fully exempted allowance is received outside India, whether exemption is applicable??

In case of a resident global income is taxable in INDIA ,
hence the Income tax act would still apply and all the relevant exemptions and deductions will be considered + if any tax is paid by the assessee in other countries , the same shall be available as relief u/s 91 of the above act .
But in the book of ICAI, exemption is not provided on education allowance because the child of the resident assessee was studying outside India.
that's what I am saying that the Indian provisions shall be applicable .
Which provision states that the exemption of education allowance or hostel allowance shall not be applicable in case the child studies outside India?

80C clearly specifies that deduction in respect of tuition fees paid to university or college in India is allowed

ya , only fee paid in INDIA is allowed .
It's not the matter of sec.80C, I m talking about exemption in respect to certain allowances u/s 14(ii)
