allottment time limit in public issue?

hi all

in case of public issue of securities under ICDR regulations what is the time limit within which allottment should be completed

for various things after the closure of the issue,   the time limits were fixed with reference to date of allottment , but i could not find any where what is the time limit within which allottment itself should completed

further is date of finalisation of basis of allottment could be construed as the date of allottment?

can any one give me guidance here please
