Sales of Agri land in rural area in 2021 and it was purchased in year 1950..and tds deducted thou how can refund it?

How can deductor deduct TDS when sale of agri land is exempted from deduction of TDS.
File return, declare the sale of land in exempted income, & claim refund of TDS.
