I have filed GNL1 for AGM extension on December 20 but still it is pending for approval. last AGM was 29/09/2019.
Is it mandatory? or can I submit the annual return without any extension approval upto 31/12/2020?

You can go ahead without any extension approval. It is already extended by MCA
