in drafting accounting manual for school, you first need to point out main heads of income, expenditure, assets and liabilities which generally occure. Then u need to draft a process flow chart of transactions in the school to have a understanding of transaction i.e. where the controls are required, based on these u can workout the accounting manual and control checks for the school.
