why service tax is collected and remitted to the government . suppose a client comes to return his file of income so chartered accountants help them and they charge the fees for the services which they have rendered to the client . why service tax is also collected with the bill made by the chartered accountant

That is because, CA's services are subject to Service tax.
However when you approach a CA u can clarify whether the fees in inclusive or exclusive of service tax.
