whether RCM is applicable on non GTA but he is lorry owner who does not issue any bill or consignment note, and the value of transportation is RS 22000/-, if yes what is the rate of tax wether it is 5% or 18% rate of the goods transport. there are two options rised here one is unregistered person supply of service and transportation of goods
