Is RCM is applicable to Registered Dealer for Purchases made from Unregistered Dealers..??

No, if supplies received from URD as per sec 9(4) of CGST act.

Not applicable now for all URD...

Section 9(4) of the CGST Act 2017 is now applicable only if you purchase from Specified Dealer of Specified Goods.

except
cashew nuts, lottery,
used vehicles,priority sector lending.
