I received arrears for jul 2016 to 31 Oct 2017 in Oct 2017. (9 months arrears in FY2016-2017) and 7 months of FY 2017-18). Am I required submit Form 10E?
When I am supposed to submit it whether before 31 Mar 2018 or before submitting ITR for AY 2018-19

Yes, if you want to claim any tax rebate over the arrears, u/s. 89(1) of IT act. To be submitted before filing ITR for AY 2018-19.

In form 10E.......... FY 2016-17 will correspond to AY 2017-18....
when I should submit it, before 31 mar 2018 or can I do it after 31 mar 2018.
After March 2018, alongwith filing return for AY 2018-19.
