DO U REALLY THINK IT WILL BE APPLICABLE FRO 2012?

The finance minister is moving a proposal for constitutional amendment for the purpose, in this session.
The outcome of it will decide, from when it will be implemented.
They had just postponed the enforcement..Not a big issue if it get postponed for 1 more year in 2012-13.However it will most prob be presented in next budget
