Yes, you can complete the course in one year, there will be 6 papers which you need to pass. Thatsall you need to do. In past only offline mode of registration is available, I am not aware of the current procedure, You can get all the information through www.ignou.ac.in 

You can also get some details from MOU between ICAI and IGNOU. For every region there will be a Regional centre and Study centre.Find those in the website then enquire in that office.

Currently the admission to ignou for bcom degree specially for CA students is closed as far as the last date was in August 2016.
For future details regarding address of the branch of ignou and comprehensive details regarding the course you can check on ignou website. there you will be provided with pdf file for each and every detail about the course. u may download the same.

But since you must have started your articles in 2014 itself then this shall not be beneficial for you since, although you can give exams anytime after registration at your own pace, but bcom degree you would receive only on the completion of your articleship training AND at least 3 years after registration..

You can easily clear bcom from ignou u fst register through online mode from ignou website main thing is u can register after that u have to write assignment which is taken as internal and term end exams follows after ur assignment completion from date of registration to ignou with in 5 years u can write at any term end according to. Ur flexibility but at time of result in order to get certificate u have to complete second grp of ipcc
