Can both the taxpayers parents claims a deduction/refund for the attendance of a dependent with disabilities at same financial year?

80DD deduction can be classified by a person who have incurred the expenses

How a disability certificate being issued by the medical authority shall be enclosed as a supporting document for claiming a deduction under this section?
