in itr 3, only provide balances of debtors, creditors, stock and cash in hand.

You mean exactly ITR 3 or ITR 4

in case of presumptive income presently ITR 4 is filling earlier it was ITR 4S. in this no need to fill balance sheet or profit and loss.

In ITR 4 (ay 17-18) no need or it's not mandatory....
in case we want the details of debtors, creditors, stock and cash balances then we can feed the details. Otherwise it's not compulsory...
