is that 3months residential programme substitute of 15 days GMCS course...?
is this 3m programme is compulsory for every student or optional
awaiting reply.

The 3m resiential programme is 100% optional as ARTICLESHIP period. The 15 days GMCS is at present still there, even in the new scheme, as a requirement for becoming CA as per icai.org. Hope that solves you doubt.
