Please see if any one can help me in this. I have downloaded offline 3cb-3cd utility from effiling portal and have successfully installed it on my laptop . But the problem is when I am opening it , it only shows blank white screen. The ITR utility is successfully working but the 3cd utility is not working, so it doesnt seems to be a java error. Please if anybody have a solution please reply. Thank You

Check if Java is properly installed and updated on your laptop. Since you mentioned it does not seem to be a Java error but worth checking anyway.
Try reinstalling the 3cb-3cd utility to see if that fixes the issue.
Look for any error logs or messages that might give more insight into the problem.
