26AS is not complete, Can bank TDS be used for ITR?

My friend does not have Aadhaar, so he wants to file ITR in this month as it is not compulsory to give Aadhaar number till june. But the bank in which he has FD has not yet submitted all his TDS details to the IT department. While the bank has cut 18,349 rupees as TDS, 26AS shows TDS as 5,846 rupees.

My question is, if he files ITR and asks for 18,349 TDS refund using the TDS document he downloaded from the bank website, will there be any problem? Does the IT department think that he is asking for more than his refund as 26AS has 5,846 TDS and will take some action? Or they will have the record of the TDS from the bank except that it has not been entered in the 26AS, so they will refund 18,349, what might happen?

Last year, we filed ITR in August, so 26AS has all the details, maybe this year too, if we wait till August there wont be any problem, but as my friend has no Aadhaar, he cannot wait till August and wants to file ITR in june.

Wait for 15 days, 26AS will be updated and without the unique TDS cerificate no. provided in TDS deduction schedule the ITR will not be accepted!

file ITR only if tax credit in ITR and form 26AS is fully matched
You can file the ITR with the full TDS of Rs 18349. At the time of time of processing of return by CPC if Rs 18349 matches with 26AS then you will get the entire credit. If anyhow the return is processed before updation in 26AS you will get the reduced matched amount of TDS. Thereafter when the 26AS will be updated by bank file rectification. You will get the refund for balance amount then. Also note that there is no need to mention unique TDS certificate number. It's optional.

We will wait for few more days then we will file ITR with the TDS document, and if the refund is not full then we will revise. Thank you for the answer.
