This is regarding valiadation of a Lower TDS Certificate issued under section 197/195 from an NRI seller of property, at the TRACES portal.

1. Can anyone with a deductor login ID to the portal validate any such certificate, or is it restricted to only the person (TAN) to whom the certificate was issued ?

2. If it can be validated by anyone, can any of you please help to validate such a certificate I have received from my seller ? I dont have a deductor login to TRACES and cannot create one because I havent paid any TDS before, as I am an individual taxpayer.. and the tdscpc helpline offered no solutions

verification is restricted to respective TAN no., so no one will be able to verify that cerficate from their login.

I am given a certificate with a number ACIT/IT/C-2(1)/16-17, and can see some spelling errors in my name and address, so its a manually issued 197 certificate rather than ITD system generated one. The CA who gave the cert claims the deductee's PAN is based out of Mumbai, and as he applied at the Bangalore IT office, they gave such manual certificate.

I am skeptical of using this certificate as its no. is not the 10 digit alphanumeric format, and cpc validation may fail and I may get notice later. Any advice/experience ? Have any of you used manual 197 TDS certificates and had no problems ?

Yes it has to be 10 digit alphanumeric no. The TRACES portal menus in the PAN holder login does not have the option of 197 certificate validation, its only for the Deductor login.

Seems that holders of 197 certificates issued by NRI sellers of property have no way to verify it from Traces, which is a shame.

I have a ticket open with the tdscpc email support for this issue, waiting to see where it ends..
