can I submit 10E for Ay 22-23 after due date 31-07-2022

No ways, it's not allowed as per the specific provisions given under income tax
You can filed it
If you are filling it for ITR 3-4 i e. business income the you have to file before filing of ITR.
Here it is 10E not 10IE
