Cases where companies are providing discount on IPO / FPO share price:
Earlier retail investors, need to pay full amount including discount amount at the time of application for IPO/FPO. And latter after allotment, retail investor get the differential amount (Discount amount & non allotment amount).
With this circular, now Retail investors will be able to apply more shares in public offering as sebi allowing to place bid at discounted price instead of full amount.
