The Reserve Bank of India has, from time to time, issued a number of guidelines/instructions to banks on credit facilities to Scheduled Castes (SCs) & Scheduled Tribes (STs). The enclosed Master Circular consolidates the circulars issued by Reserve Bank on the subject till date, as listed in the Appendix.

The purpose of this Master Circular is to consolidate all guidelines and instructions issued by the Reserve Bank of India (RBI) on credit facilities for Scheduled Castes (SCs) and Scheduled Tribes (STs) up to the current date.
This circular is addressed to the Chairman, Managing Director, and Chief Executive Officer of all Scheduled Commercial Banks, including Small Finance Banks.
This circular concerns credit facilities provided to Scheduled Castes (SCs) and Scheduled Tribes (STs).
The consolidated guidelines are enclosed within the Master Circular, and a list of previous circulars consolidated is provided in the Appendix.
