CRCL Module – Forwarding of samples using electronic Test Memo to CRCL and other Revenue Laboratories

FAQ :

The CRCL module is a new feature within the ICES system designed to automate the process of forwarding samples for testing to CRCL and other Revenue Laboratories, and to electronically receive test reports.

The mandatory use of the CRCL module for forwarding Test Memos begins on July 1st, 2021.

No, after July 1st, 2021, CRCL and other Revenue Laboratories will not accept samples unless the Test Memo has been transmitted electronically on the CRCL module. Paper Test Memos will not be accepted.

If a sample is not adequate for testing, a return memo will be sent back to the Customs officer with the reason for non-acceptance, such as improper packing, missing seals, or insufficient quantity.

Customs Officers at the site will be able to view the Test Report electronically within the ICES system.

Yes, in the event of unforeseen system issues or glitches that prevent the use of the CRCL module, samples may be accepted based on a paper Test Memo, provided it has the approval of the Additional/Joint Commissioner of Customs.
