I would like to know when a person only business is to take xerox, is he required to take a TIN no.? Under what is he covered i.e whether service tax or VAT (Maharashtra)?

yes....because ther is sale of photocopied papers so vat is attracted in maharastra and u need to get registered wih VAT authorities.
if his sale i.e. turnover from xerox is above 500000 den he can be liable for vat
