right value-3000 usd
but wrong value 11000 usd container received 3000 usd but paper submit 11000 usd and custom duty...how to adjust 11000-3000=8000 usd value in custum?

please help?

Correct the invoice and send this application to the customs commissioner for a refund

The main issue is the bankers discount and refund of remittances as well. Follow up with themand once cleared like Saurav mentions, apply for customs.
