Quick Summary
A user accidentally submitted a commercial invoice with a higher value ($11,000 USD) than the actual received goods ($3,000 USD), leading to incorrect customs duty. The advice provided suggests correcting the invoice and submitting an application to the Customs Commissioner for a refund. This process may involve addressing banker's discounts and remittances, with a follow-up on cleared items before applying for customs adjustments.

Correct the invoice and send this application to the customs commissioner for a refund

Refund the invoice by making application to Customs

The main issue is the bankers discount and refund of remittances as well. Follow up with themand once cleared like Saurav mentions, apply for customs.
