What is the time limit for a CA to withdraw form 15CB issued to a client for remittance of funds outside India? One of my clients got his form 15CB issued from a CA in my contact 5 days ago as I did not have a digital signature that time. He wants to withdraw it now, but the CA is hospitalised, in ICU and cannot be contacted. Is there any adverse implication if 15CB is not withdrawn within specified time limit? Meanwhile, the client has already withdrawn form 15CA filed from his log in.

  1. Having already withdrawn form 15CA, I understand the client will need to submit another 15CA at the time of remittance. Please confirm if this is correct.
  2. No one except the hospitalised CA knows his ARCA password - not even his immediate family members or office colleagues. In that case, if it is not withdrawn within 7 days, can it be withdrawn later on?
  3. The client wants to remit the amount after about a month and half. If old form 15CB could not be withdrawn, will there be any problem at the time of next form 15CB when he actually wants to transfer the money?

Form 15CA and Remittance You are correct that the client needs to submit another Form 15CA at the time of remittance.

Withdrawal of Form 15CA If the Form 15CA is not withdrawn within 7 days, it can still be withdrawn later. 

However:

 1. _Login credentials required_: The CA's ARCA password is required to withdraw the Form 15CA. Since only the hospitalized CA knows the password, withdrawal might be challenging.

 2. _No time limit for withdrawal_:

Although there's no specific time limit for withdrawal, it's recommended to withdraw the Form 15CA as soon as possible to avoid any potential issues. 

Impact on Next Form 15CB If the old Form 15CB cannot be withdrawn, it might not directly impact the next Form 15CB. 

However: 

1. _New Form 15CB required_: A new Form 15CB will be required for the actual remittance.

 2. _CA's certification required_:

The CA will need to certify the new Form 15CB, ensuring compliance with the necessary regulations. Recommendations

 1. _Coordinate with the hospitalized CA_: Try to coordinate with the CA to obtain the ARCA password or arrange for an alternate arrangement.

2. _Withdraw the Form 15CA_: Withdraw the Form 15CA as soon as possible to avoid any potential issues.

 3. _Obtain a new Form 15CB_: Obtain a new Form 15CB for the actual remittance, ensuring the CA's certification and compliance with regulations.
