Withholding tax are TDS but as per ADT agrement. withholding tax deposit U/s 195 . and Return file 27E. Manly withholding tax deducted in the case of payment any forner individual/co. TDS rate are diff countary to countary. TDS rate see any Ready Reconer.

and if we are paying registrtion fee for forming company in other country are we coveredd by the provision of with holding tax?
In US, the term used for TDS is "Withholding Tax".
Regarding the payment made towards registration of a company in foreign country, Tax need to be withhold, in my opinion
