Wht r - Units?? in IPCC for both groups??

When I checked caresults.nic.in site, they have mentioned some [IPCE/ATE UNITS] - Nov 09 (*refer attached file).

So, wht's exactly these Units in IPCC??? namely,

Units 1-8 for Group 1 and

Units 1-9 for Group 2.

I am enquiring with the institute but no proper response is given. If someone knows about the Units please post here. thanks
