whether a board needs to appoint a person as a director before appointing him as whole time director

Yes, you have to appoint him as director first then only whole time director. Refer GEETA SAAR issued by ICSI

we have to appoint a CEO as whole time director . in this case do we have to appoint him as a director or can we straight away appoint him as WTD.

You may directlty (in a single resolution) appoint him as Director as well as WTD, it is the prerequisite of the WTD that he must be a director.

The definition of the Term WTD itself says that it includes a director in the whole time employment of the Company.
