Is there any regulatory body to ask ICAI for this kind of attitude in declaring results for PCC,which is happening for the 3rd time .?????

There is no such regulatory body to keep a check in working of ICAI.The Institute is regulated by CA regulation Act which empowers ICAI to control the % of students......
