who is exporter

A,B,C three persons involve in the transaction where A is person who sells the goods to the C who is non resident. B is the person who received orders from A. Also sender of a product is B. So the question is that whether A is a exporter or B is a exporter.

Further since invoice and all the details attached with the product is of B because B is sending goods.
