For nov 2013 which cenvat credit rules will be applicable, rules 2011 or 2004 or both?

There is no any cenvat credit rules 2011.
The institute will notified that .But for profession it is alwaus better to be read new or be updated.
for nov 2013 refer the rule as specified in supplementary study material issued by institute
