which Ahmedabad-ward and circle will be applicable?

In letter of allotment of PAN, an assesse is alloted ward of (6/4).
He is having income of Salary and I found that the ward (6/4)is for profit and gains from business and profession only.The officer there asked me to file return in salary ward but did not replied me in which salary ward should file return.

So where do he fill the return if his income is only from the salary and his category of employee is other.
