Whether ITR can be prepared before Form 10-IE submission

I am unable to submit Form 10-IE and CPC is yet to resolve the issue. Suppose pending that, I prepare ITR-3 using the available utility in the portal but not file the same. If, subsequently I am able to Form 10-IE (after resolution by CPC) and thereafter if I open the ITR-3 json file, will the details of Form 10-IE be auto-populated and tax will be recomputed?

Yes, you can prepare & save online. Generally option to select sec. 115BAC  is available in the initial questionnaire.

It can also be modified before submission.
