Can I opt for the Presumptive Taxation under 44ad as a Business with a code "16006 - Advertising"

Business code 16006 is for Advertising Profession . section 44AD is not applicable to Profession . If you are having Advertising Agency then also 44AD is not applicable . just check section 44AD , so Check out for 44ADA.

No its not an agency. Online Advertising through Platforms like Google Adsense.

In the new Income tax portal the code 16006 is listed under Business and not Profession in the Itr-4.
