Some days back, IT refund couriers were returned back to department by courier agency, reason unknown !

Till now, the cheques are not received by many assesses !!

An example, cheque was posted on march 30 , but not received till date . Who is responsible for this ? For the loss of interest on such amount of refund for 1.5 months ( more days to count in ) ?

Department should not act like this, when they can charge interest on delayed payment of tax, they should take responsiblity of such un ethical conduct by not delivering the cheque for so long time.

Better way is to approach the department seeking the reasons for non delivering of refunds. When the courier agencies / postal department return the undelivered parcels, they give the reason to the department. So, you can ask the department for reasons of non-delivery.
