Weird issue related to articleship

I have a friend who has not cleared IPCC, but has completed his bachelors in commerce. He already gave three IPCC attempts and was unsuccessful. Can he join article ship through direct entry scheme?? Or does it require a different set of procedures. P.S:- He completed his ITT and Orientation sessions. Also, he has a good CPT score.
