My client in Telangana is a registered dealer. She wants to move the goods to a showroom for display (on consignment basis).Does she need waybill for the movement of goods within the state?

There is no requirement of waybill within the state of Telangana
Way will be required to move the material form one place to another place. And basically it depent upon the amount of material.
But Within Telangana there is no waybill requirement irrespective of Amount.
I just spoke with cto madhapur branch and he said that waybill is must for any movemenet of taxable goods even within the city. I think previously it was not required but now it is mandatory.
