In case you have GST Registration, then GST is required to be paid under RCM.
Incase of supply by Govt. department to unregistered person, then Govt will pay GST.
Refer Circular no Circular No. 76/50/2018-GST , in support of above.
RCM Rate
Under reverse charge, the recipient is liable to raise payment voucher and pay RCM. if the service aggregate value is less than 5000 per day, then it is exempted from payment of RCM.
