can i apply for registration under gst even my Annual turnover is below 20.00 lakh
if it is possible then can Return file under GST is compulsory for me??

Yes you can apply for registration for GST on voluntary basis.
Yes once you are registered all provisions of GST Act are applicable to you. so return filling compulsory.
