Very urgent: service tax rate

What is the Rate of Service Tax today?? 12.36% or 14%??? Is 14% effective from tomorrow itself like usual budgets? I am confused bcz the Memorandum explaining Finance Bill, 2015 states that "the new service tax rate shall come into effect from a date to be notified by the Central Govt after the enactment of Finance Bill, 2015". But usually changes in Indirect tax rates are effective right from the next day of budget speech. Thank u
