when to account , If there is fall in value of  investments (shares) held as non trading ????

If these shares are held as non trading investment, then you can keep it at book value. Whenever you will sell those shares, you can book your gain/loss at that time. Another alternative is that you can create a provision on 31st March at the market value, and at the time of actual realisation, you can adjust it.
