Transfer to another city is possible only if ur father is transferring in that particular city for his official transfer.... THIS IS CURRENT SCENARIO...
With the new president, it is expected that transfer rules will becom liberal, so wait for new ammendment
If your current CA doesn't have any problem, you can work somewhere else on secondment basis.
But, Transfer is Restricted with some conditions,Contact the institute...
