if some one doing business in Information technology categeory...
and made expenses for vehicle reparing
( insurance claim 70% own cash paid 30%)
in this scenario should he able to claim GST ITC or not ?

Yes, eligible ITC is not eligible on for expenses in respect of vehicles. No explicit provision to exclude such credits. Law must be strictly interpreted and meaning of the words in respect of must not be used widely to restrict such credits. Credit can be availed.
