Is GST Tds applicable on payment made for vehicle insurance by Govt ?

No... TDS not applicable.
GST Tds applicability if total value exceeds 2.5lacs?
GST TDS also not applicable.
But there is no such exemption under GST Tds .
General provision is , if govt organization is making payment exceeding 2.5lacs either for goods or services , GST Tds has to be deducted @ 2% (1+1%)
