In my view both are the separate issue you are taken the Ser-Tax registration in 2008 and filed the NIL Return ( ST-3), during the period 2008-2011 and surrender the Certificate in 2011, in this regard if the Department not raised the any quiry for recovering the Govt. Dues. It is good for you. This matter is closed.

Now you are applied fresh Registration and recived the same, if you not recd. any correspodence regarding recovery said registration, so that you are eligibal for VCES during the period 2008 to 2012.

Further also advise to you that if you surrender the Old Registration during the period 2008-2011 then why are you agressive for pay during the period 2008-2011. 

May be quires raised by the Dept. due to reason because you have taken Registration and not paid the Govt. duty and also surrender the same.

And you want to pay Govt dues during the period 2008 to 2011 from New Registration.

You are both option is open go to VECS.
