Vat tax on general scrap items

Dear All,

1) Please let me know that what is the percentage of VAT TAX on GENERAL SCRAP ITEMS like waste pouches, plastic cans, waste ropes & waste paper etc.

2) Also pls. let me know that ,what is the procedure to make invoice to UNREGISTERED DEALER.

Bcoz, we have to sell above items to a unregistered dealer who is having only PAN card. So, In this case what would be the VAT & TCS percentages.
