Whether the security amount of Rs 100,000 can be avoided if the surety of any dealer who is already registered under DVAT is given at the time of DVAT registration??

Yes
But there are some requirments like that delaer should own a shop for min 6 mionths at that place and electricity bill of at least 1 year is required.
But I am not sure about the exact no. of months in both cases however your idea and information is correct , yes we can.
