as you send the papers manually(xerox),with the person or by speed post,or by regd.post,then the person who is applies for vat registration in telangana state  should attend before the VAT Registering Authority along with their Original documents which are submitted at the time of filling of application for vat registration.for getting vat registration from the dept the time limit is 30 days from the date of receipt of application.
