VAT Question

Hello friends,

Please give me the answer of the question s as follows :-

1.A dealer registered in DVAT 06 regarding Resale of Software Items in Delhi,can tsale the items other than software items in Delhi.

2.for the above sales can any permission is required.

If any assets is transfered to the parteners on dissolution of partnership firm, whether such transfer will attract VAT or not ? Pls send ur answer with relevant section or case law if any.
