Vat is applicable on packing or not

Sir we are in manufacturing industry, we sale water pumps to our dealers & charge 6% vat on it. sometimes we have to sent our goods in cartoon boxes & we incurred some packing charges. So i want to know that wheather vat is applicable on packing or not & why please help...
