i have a question regarding vat input credit whether input credit can be taken on inputs which are used for providing output service but which are not taxable, can i apply for refund for credit taken on inputs

you can get input credit for the same
VAT credit can be claimed from the sale of taxable goods/exports. VAT cannot be linked with Service tax.
